About the Hillside Landfill

Allied Waste is a partner in Congress Development Corporation (CDC), along with John Sexton Sand & Gravel Corporation (Sexton). The closure plan is a joint effort of Allied, Sexton, the Village of Hillside, the State of Illinois and the Illinois Environmental Protection Agency.

Allied Waste acquired an ownership interest in the Hillside Landfill and Congress Development Company in 1999 when it acquired Browning Ferris Industries (BFI), another national waste hauler.

In 1996, CDC entered into a gas rights agreement with Resource Technology Corporation (RTC). Under this agreement, CDC granted RTC exclusive rights to landfill gas at the site, which was going to be used to generate electrical power. In exchange, RTC committed to installing and operating a gas collection and control system (GCCS). However, shortly thereafter, RTC entered bankruptcy and failed to complete the GCCS within the time required under the contract. After extracted litigation, CDC was able to terminate RTC’s gas rights agreement on January 13, 2006. The termination eliminated RTC's rights and obligations with respect to the Hillside Landfill. As a result of the termination, CDC was allowed to begin work on a replacement gas collection and control system, which eventually led to Allied's position as managing partner of the project and the plans to close the facility.

The Hillside Landfill covers 55 acres of a 63-acre parcel at 4100 West Frontage Road in Hillside, Illinois.
